Fire protection requirements for buildings are being significantly strengthened in Uzbekistan.

According to the new draft law, the use of combustible construction materials that do not meet established standards will be prohibited. In addition, a Fire Audit system will be introduced to provide independent assessments of the fire safety of buildings and facilities. Facilities that receive a positive audit conclusion may be exempt from scheduled inspections for one year. Tashkent, 2026 — Against the backdrop of a rising number of fires across the country, the Ministry of Justice, together with the Ministry of Emergency Situations, is planning to introduce significant amendments to the Law "On Fire Safety."


How Serious Is the Problem?

According to official data, 11,241 fires broke out across Uzbekistan in 2025. The consequences were devastating:

  • Material damage totalled 249.2 billion soums
  • 82 people lost their lives

Major fires in shopping centres, industrial facilities, and multi-storey buildings in recent years have made the scale of the problem impossible to ignore. Among the most significant incidents:

  • 2023 — "Buyuk Ipak Yo'li" shopping complex in Kokand
  • 2024 — "G'ijduvon" market (Bukhara)
  • 2025 — "Aviasozlar" market and "Uch Qahramon" shopping complex (Tashkent)
  • January 2026 — "Aviator" entertainment and shopping centre and "Izza" construction market

The current law was adopted 16 years ago and no longer fully addresses today's risks — the growing scale of construction, the proliferation of shopping centres, and the widespread use of new building materials.


What Does the New Draft Law Provide?

 Restrictions on Flammable Materials

The use of flammable building materials that do not meet established standards will be prohibited. Buildings will be classified by fire risk level, with separate mandatory technical requirements set for each category.

 Independent Fire Safety Audit

Under the new system, the fire safety of facilities will be independently assessed. The audit is conducted on a voluntary basis, and facilities that receive a positive conclusion may be exempt from scheduled inspections for one year.

 Mandatory Insurance

Mandatory insurance is planned for markets and shopping centres: civil liability insurance will be required to cover damage caused to facilities and third parties.

 Compensation Recovery Mechanism

A system for the legal recovery of damages from those responsible for fires — in favour of victims — is envisaged under the draft law.

The draft law has been conceptually approved by the Legislative Chamber of the Oliy Majlis in its first reading.
